The Data Mover log file showed:
Error: Unable to define record space
The .dat file initialized but then data mover failed.
My first guess was that there was an issue with the Oracle database. I checked the services, made sure the PDB had no restrictions and made sure that there were no full tablespaces.
Finally, out of desperation I ran Data Mover in Windows "as Administrator".

I'm still working on finding out why this particular PeopleSoft environment requires this, as none of the others that I work with need this. So, I hope to provide more details, but for now that is a workaround that worked for me.
